Andhra Pradesh Chief Minister N. Chandrababu Naidu chairing a meeting on the ‘P4’ model, at the Secretariat in Amaravati on Thursday.
The Government of Andhra Pradesh will launch the ‘P4’ (Public-Private-People Partnership) programme, which aims at achieving zero poverty by empowering the poorer sections of society, on Ugadi, the Telugu new year (March 30).
The ‘P4’ model aims at strengthening the poor economically. In addition to the various schemes currently being provided by the State government to various sections, the initiative strives to offer further support to the most underprivileged sections.
Addressing a meeting on the ‘P4, Family Empowerment – Benefit Management System’ on Thursday, Chief Minister N. Chandrababu Naidu said the objective was to encourage the wealthy families in the upper strata of society to support those families at the bottom. He emphasised the need for a constructive and sustainable approach to achieve the goal.
Identification of families
The officials informed Mr. Naidu that the model would be piloted in four villages to benefit 5,869 families. The eligible families would be identified from the Grama Sachivalayam and Ward Sachivalaym (GSWS) database, household survey, and grama sabha verification.
The programme excludes landowners with two acres of wetland or five acres of dryland, government employees, Income-Tax payers, those owning four-wheeler, those consuming more than 200 units of electricity, and those owning property in the municipal areas.
The government believes that this will ensure that help reaches the genuinely impoverished people. About four million families have been preliminarily identified as eligible for P4.
The first phase of the household survey is currently being conducted in 10 districts since February 20. It is set to be completed by March 2. Out of the 5.2 million families in these districts, the exercise has been completed in respect of 2.7 million families. The second phase will begin on March 8, covering the remaining 16 districts, and will be completed by March 18. A total of 7.6 million families will be surveyed in these districts.
The surveys aim to identify the truly underprivileged sections of society, and no changes will be made to the existing beneficiaries of government schemes based on this data.
Government’s role
Soon after completion of the verification process, the details of the families will be uploaded onto the ‘Samruddhi Bandhanam’ platform. The government’s role will be to connect the families in need with the families offering help. The government will not engage directly in any financial activities, as its role will be limited to “matching, energising, and tracking” the connections.
Participation in the programme is entirely voluntary, with no pressure on the families, or individuals, to take part in it. The government aims at bringing 5,00,000 aspirational families under the platform by August 2025.
