The Telangana State government’s allocations towards Hyderabad for the financial year 2025-26 have been largely a repeat of the budget for the current financial year, with a few minor exceptions.
Increased outlay for the Quli Qutub Shah Urban Development Authority, and reduced budget for the Hyderabad Disaster Response and Asset Protection Agency are the only notable changes this year. A ₹100-crore assistance for Future City, though does not strictly come under the capital city expenditure, does reflect the government’s resolve to explore newer horizons for the ever expanding metropolis.
The Greater Hyderabad Municipal Corporation has got a repeat allocation of ₹2,654 crore this year too, towards the Hyderabad City Innovative and Transformative Infrastructure (H-CITI) project, apart from ₹10 crore compensation from the Professional Tax revenue, and ₹10 lakh from Motor Vehicle Tax. Further, ₹12.16 crore was allocated towards establishment expenditure. Under the centrally sponsored Million Plus Cities project, Finance Commission’s grants for Hyderabad were shown at ₹419 crore, despite the allocation of ₹411 crore in the previous budget being revised to ₹50 crore.
The Hyderabad Metropolitan Water Supply & Sewerage Board has got the exact same allocation as last year, at ₹3,385 crore, of which ₹300 crore was towards the 20 kilolitres free water supply scheme. This is despite revision of the current year’s budget towards the scheme to ₹75 crore. The remaining allocation of ₹3,085 crore to water board was by way of loans, towards development works, and the Sunkishala intake well project as part of the Krishna Drinking Water Supply project among others.
Loan component also includes ₹700 crore to the Hyderabad Metropolitan Development Authority, which too is a repeat allocation. Of this, ₹200 crore is external aid for the Outer Ring Road, and the remaining for developmental works.
Allocations to HYDRAA have been curtailed to about ₹121 crore, down from the current year’s initial allocation of ₹200 crore but double the revised budget of ₹50 crore.
Funds for the QQSUDA have seen multifold increase, from ₹13.38 of the current year’s budget to ₹63.38 crore for the coming year, possibly in view of construction of new building for the Osmania General Hospital and Musi River Front Development. Musi River Front Development has got a separate allocation of ₹1,500 crore, which is a repeat from the previous budget revised subsequently to ₹1,253 crore.
Hyderabad Metro Rail has got ₹1,100 crore allocation, of which ₹500 crore is loan component. Funding of ₹500 has been earmarked for Metro connectivity to Old City, and ₹100 crore for airport connectivity.
