The government purchased 340 customised mobile ambulatory vehicles from Tata Motors in two phases between 2019-24 for Mobile Ambulatory Veterinary Clinics (MAVCs), said Minister for Animal Husbandry, Dairy Development and Fisheries Kinjarapu Atchannaidu on Wednesday (March 19).
He was replying to questions from MLAs Koona Ravikumar, Dhulipalla Narendra Kumar, Yeluri Sambasiva Rao and Sreeram Rajagopal in Assembly.
He further explained that the equipment costs were included in the vehicle purchase cost and fabrication costs, which included veterinary diagnostic kits, medical supplies and large animal hydraulic lift facilities.
There is no sperate monthly expenditure for procurement of equipment, as the cost was included in the initial purchase and fabrication. Operations and maintenance was awarded to M/s EMRI–Green Health Services (formerly GVK-EMRI) through e-tendering process.
The government has to pay a total of ₹148 crore up to May 2022 in operation and maintenance costs.
Mr. Atchannaidu said a 1962 Call Centre with 20 seats operates 24×7 to coordinate MAVC services. Each MAVC is staffed with one Veterinarian, one para-vet and one driver-cum-attendant and is provided with medicines, diagnostic kits and maintenance support.
The Tata Motors was selected through a transparent e-tendering process, and the selection was based on technical specifications, cost competitiveness and compliance with MAVC requirements. For operations and maintenance, EMRI-Green Health Services was selected through e-tenders based on technical and financial evaluation. The agency was responsible for staffing, vehicle maintenance, medicine supply and call center operations.
