Staff absent during office hours will face disciplinary action, warns Mandya ZP CEO

The Mandya zilla panchayat CEO K.R. Nandini warned the staff of the district, taluk, and gram panchayat offices of disciplinary action in case they were found to be absent during office hours.

She said it was mandated for all staff to register their presence using the biometric attendance system which was in place, and it was compulsory for the taluk panchayat executive officers to verify the details from the registry.

Ms. Nandini said that in case absenteeism was observed, details must be collected and a report submitted to the zilla panchayat every fortnight. If an employee is found to be absent more than twice, the officials concerned should initiate disciplinary action with supporting documents, she added.

The caution and the fresh directives are consequent to several complaints from the public regarding officials and staff of taluk and gram panchayats being absent and not complying with the rules. Hence, strict orders have been issued to adhere to the rules as per the directives mentioned in government circulars, said Ms. Nandini.

She said all government working hours commence at 10 a.m. and employees must compulsorily register biometric attendance. Besides, wearing the ID cards was mandatory for taluk and gram panchayat officials and staff, she added.

In case the staff have to attend meetings or make field visits, the same should be mentioned in the movement register along with location, purpose, date, and other details of the visit. Besides, permission have to be sought from the superior officers before leaving the office, the Chief Executive Officer said.

She said movement registers will also be verified by the designated nodal officers.

Panchayat development officers were also directed to compulsorily use BSNL CUG mobile SIMs provided by the government and to keep the mobile phones switched on at all times. In addition, taluk and gram panchayat officials and staff were instructed to compulsorily stay in their assigned headquarters.
